The auction will maintain the previously announced base spectrum price and license terms, ensuring policy consistency. A key change in the framework is the adjustment of uplink speed benchmarks from 25% to 20% of downlink speeds for premium services, with performance now measured based on median downlink speeds instead of minimum speeds.
