Pakistan Launches Program For Id Cards Without Birth Certificates

On February 23, 2026, the Government of Pakistan announced a significant initiative through the National Database and Registration Authority (NADRA) aimed at providing national identity cards (CNIC) to adults who lack a computerized birth certificate. This temporary program is set to run until December 31, 2026, and is particularly focused on addressing the registration gap affecting approximately 1.7% of the adult population, with women being disproportionately represented among the unregistered. NADRA stated that, "Without the card, these individuals cannot access key services such as banking, property ownership, mobile registration, voting, and some government benefits."
