Humanitarian Organizations Petition Israel Supreme Court To Block Gaza Ban

On February 24, 2026, a coalition of 17 international humanitarian organizations, including Doctors Without Borders (MSF), Oxfam, and the Norwegian Refugee Council, petitioned Israel's Supreme Court to block an impending order that would force 37 NGOs to cease operations in Gaza, the West Bank, and East Jerusalem by March 1. The organizations argue that compliance with the new regulations, which require them to submit lists of their Palestinian staff and details about their funding, would jeopardize the safety of local employees and violate international humanitarian law. "Turning humanitarian organisations into an information-gathering arm for a party to the conflict stands in total contradiction to the principle of neutrality," the petition states. According to the United Nations, since the onset of the conflict on October 7, 2023, 133 NGO workers have been killed in Gaza, including 15 from MSF. The petitioners assert that they collectively provide over half of all food assistance in Gaza and 60% of field hospital operations, emphasizing that the ban could lead to a "humanitarian collapse and irreparable harm" for hundreds of thousands of people in need.
